ToolBar for your forums and your forums only.
You can add your own links upthere.  Such as youtube it will bring you to the owners youtube page.  A radio, little shout box, or any other stuff.
No one has to download, the owner just has to enable for all to see.  It works on your site only.  I think that be cool.
