Message user receives after registering

When a user registers, and after clicking the accept terms button, they are shown a message that says they will receive an email "shorty"  telling them they are approved.

Add admin option to change this text.

Reason: Need option to change "shortly" to "within XX hours" or whatever. They may not get approval "shortly" or at all if their ip address was banned.
