I think there should be a page where like when you enter your website, or like your new to it there shoud be an option to put stuff on the page for users to read and have to aggree with and they have to type in yes and click i accept. For an example, you want to keep a private server of a game you made, but want to keep it private.Like if your website needs like an age limit before you even enter and view the contents of it.A good example is on this link below:
frugooscape.net
This is a good exampe as its a private server of runescape and doesn't allow any staff, bots, or people in jagex's family allowed to come in.But cookies must be enabled so its a sorta a bad idea if you have cookies disabled but can't change it cause its not your computer or something like that. The god thing is, is that it keeps bots and spammers away.

Has been asked about, suggested many times.   Free forum hosts don't do that.

You can find some free web hosting someplace.  Create a page and do as they do it on that site.  The page can lead to your forum.   When giving out the url to your forum always give out that url instead.

er no.. Im saying give out the url of the webpage you create with the agreement on it and when they click I agree it directs them to your forum.     Yeah there are a few threads in the suggestion board, some in the codes board, some in general support.. has been asked alot.
