Well people usually have a board called Spam or off topic.  People spam there to get there post count up.
Can there be something where we can select boards where it doesnt let ppl get the post cont up.
I like the off topic, hate the spam.

Admin CP > Boards > Modify > Count Posts (uncheck box to the right of this)

yeah but can they post/view that board?

Yes. doing that would allow them to see the board and post in it without raising the post count.
