Border Radius in IE

I created a new stylesheet for my forum, looking to eliminate the need for images unless absolutely necessary.
To get the rounded edges for the menus I am using border radius.
For maintab_back, for instance, I have the following

This works well enough in Chrome, but in IE11 border-bottom-right-radius and border-bottom-left-radius seem to be ignored. When right-click and "inspect element" in developer tools those two properties show with a red squiggly underline. When I try to type the property in on the developer tool it is not available. If I do the same on this support forum, the property is available however, so it does not appear to be an issue inherent to IE11, but rather something in my stylesheet possibly. I have not tested other browsers yet.
My CSS is contained in the code box below. Any insight would be greatly appreciated.

After running a few local tests, I have discovered that the issue is with the X-UA-Compatible meta tag.
The site is using this:

When I run my local test with the above it shows no rounding of the borders and instead shows them as straight edges.
If instead I change the above meta tag to the following, it shows the rounded borders.

or
<meta http-equiv="X-UA-Compatible" content="IE=9" />

Something tells me that is generated by the system and it is not something I can control on my forum. :'(

Any chance that could be updated? Would be neat to see what happens if implemented on one forum as a test. I know it was needed when IE8 came out and SMF still was making exceptions for IE that caused issues in IE8, but I am not sure if SMF has since addressed that. I first saw it reported almost 4 years ago.
