Help!!

I am trying to get this stylesheet to work and I have NO clue what is going wrong.
I copied and pasted the CSS but apparently I need the top part information and its not working...
Can someone please help me ??

All I wanted to do was change the fonts and sizes and make it fun for St. Pat's day....

Thanks.
