background image is large.. could be slowing ya down abit.    other then that the styles not overly graphical..   runs fast for me but Im on a very fast computer and have a very fast connection so its hard to know how it will view for everyones circumstances.

Umm...
I Removed All Of The Footers, And It Was Fixed.
So, I Skimmed Through To See What Code It Was, But Every Code I Took Out Didn't Make It Better.
?!

As death said, the css doesnt take those off.     Honestly -   it doesnt.
It has got to be one of the codes that you are using.
You said you removed all of the footers and it was fixed.. that should tell you that it was a code in your footers causing it.

If I Remove ALL Of The Footers, It Works.
But Like I Said, I Skimmed Through The Codes, And Removed One At A Time.
None Of Them Made The Problem Better.

No prob.. you arent confusing me...    ;)

If you remove them all it works fine.
So, that means that one or a combination of some of the codes causes you the problem.
Try putting one in at a time..   check to see if it works.
Try combinations of them.      I know thats a pain but its honestly gotta be something you are putting in the footer that is doing this.   The css isnt doing it.. it can't.    The forums html looks to the css for the colors, background images, fonts, that are defined in the css.    We dont set things like the scrollbars in the css.   
Codes seem to be really popular but ya never know how they may effect things.

weegee..    for some reason the codes you are using in your footer do not get along well with the opacity settings.
Makes NO sense to me at all but if you remove the opacity settings from the css then your scrollbars come back.     Really weird.   

If you look back in this thread I told a guy how to remove those two lines of code.   It'll mean you will lose the transparency effect but the style looks very similar without being transparent.

Nothing actualy changed.

Did you refresh your browser after removing those two lines from the css THEN check your header/footer area?       Checked it on my test forum again and it fixed it immediately.    Dunno what else to tell you.   There is something in those footer codes that isnt getting along with the css at all.

There is no header or footer code for this style.  Only the CSS and some Custom Images.   

This will help you with the css:  How to add a stylesheet  (with pictures)

The Custom Images can be used via Manage Styles/Customize Images.  Replace the image links with those in the directions.
