I've learned that the best way to moderate a small forum is to only have a few important, generalized rules.
Here at SMF Support we went a LONG time without having any rules. We only added rules so that it was clear to others what we expected.
The basic rules of SMF is we ask people to stay respectful, use only clean language, and let us handle the moderating. The rest of the rules are only there to prevent an annoyance that we were commonly dealing with. So, set the ground rules at your forum about what YOU plan your forum to be, and then let the rules create themselves as you see problems.
