How do i make someone Moderator? I can't see the option make Moderator.

Ok, my masterpece is done! This is my first stylesheet, so please don't be rush. I don't use this Stylesheet at my forum, i made it becuse it was requested. You may edit this CSS Code as you want, but please don't forget to atleast place an link to my forum when publishing. Oh, and please Post here if you are using this CSS template.
Follow this steps to get it for your forum.
1) Go to the administrator centre
2) Go to Manage Styles
3) Click create style
4) Give it an name and save
5) Click Modify Style
6) Erase everything in the CSS box and replace it with this:
