Anyway to make the text look like its glowing (not animated) using gimp?

Are server 1 forums exempt from rule number 9?

9. One guest forum should be at least visible.

Do they slow down the loading of the forum? Does the number of codes matter? Is it bad that I have 15 codes in my footers?

To request a NavMenu please provide the following:

-Your forum URL.

-What links you want on your NavMenu: (Home, Forum, Help, Search, Profile, Arcade, Gallery, Links, My Messages, Staff List, Calendar, Members) I cannot make Admin or Logout links. List them in the order you want. You do not need to provide the URL's, just the names. If you want a link to an external page then you need to tell me what you want it to say and what the URL is.

-If you want your NavMenu to match your forum colors just say that. If you want to use different colors you need to tell me the hex codes you want for the font, background, and mouseover background.

Could you make a code that changes the text where it says "Hello" {$USERNAME$}

Do they normally not work inside boards and inside posts because I've noticed that on my site they only work on the portal page and the forum index?
