For some reason its not working for me; Would you mind tell me what i did wrong like i go to one of my members profile and dosn't say infract or give them a warning or something

Put them on a Post Ban and set an expiration date for it

Can't do that with the ban system.  You can only do bans via the ways laid out in the Guide I gave you the link for.
 If you want to not allow them access to specific boards you would have to create a Membergroup that does not have access to those boards and move them to it.  There is no way to set a time limit on that so you would have to remember to move them back to their normal group.
