The Board News block displays news items (posts)  from the Board(s) you set in the settings for it to display.  

From the Guide:

Board News Settings
Block Title:   Type a Title for the Block
Icon:  The icon that will show up on the block.
Select Board for News:  Select the Board(s) you want the news displayed from.  To selct multiple boards, please hold control and click on all of the ones you want.
Number of News Items to show:  How many News articles will appear.
Number of characters to show per entry:  The number of letters and symbols to show before stopping the article, they can still go to the actual topic to read the full article.

Legacy Portal was the first Portal SMF for Free made for the forums.     
EzPortal is much better and yes abit more complicated because of that.   However it does have more to it,  including Permissions, a Shoutbox, etc and is a much better system.

I also replied to you're thread in the Support board, here is the Steps you should have gone through when adding a Block.

Admin CP > EzPortal > Settings > Enable Home Page.

EzPortal > EzBlock Manager

From there you should have clicked the link "Add EzBlock" for either the Left,Center, or Right Column, then chose which type of block you wanted to add, Clicked add EzBlock, then filled out the settings for that Block and it should be added, but also check my Reply to you're question in the Support board.

Does EzPortal Update By Itself If It Dosent Can You Tell Me How To Upgrade It? 

SMF for Free updates it and all other mods as necessary.   I realize it says its out of date, however sometimes new versions arent that necessary (have options you would not be able to use, or just minor updates)   He'll take care of it as needbe.
