Why don't user comments show up on the user profile pages?

Why don't user comments show up on the user profile pages?  They only display when I am logged in as administrator and editing the user profiles.  What setting or preference do I need to adjust?

Admin -> Permissions modify each group and give the Profile comments permissions needed

The problem was permisions for the other membergroups he had done Admin only.
