First you need to do this:  Admin > Features and Options > Posts and Topics
Put checkmark for embed flash into posts

If you click the ? mark there it says:

Quote
This option will allow your users to use Flash directly inside their posts, just like images. This could pose a security risk, although few have successfully exploited it. USE AT YOUR OWN RISK!

Then there is a tutorial here on how to do it.
