If you're an admin of a forum:

Just click 'Additional Options' when creating a topic, then click 'Make this topic sticky'.
(If there is already a non-sticky topic posted, just go to that board's main page and click this picture: on the far right of the page).


If you're not an administrator:

Then the forum admin has not given you permission to sticky your topics/anyone elses.
