Notifications Not Working For A Member

A member states that he's subscribed to notifications for the threads on our site, but it doesn't work consistently for him.  For example, we have a "general" board that pertains to a particular TV show and an "off-topic" board for other stuff.  Some of the off-topic notifications go through to him.  None of the ones from the general board went through to him yesterday.  Any ideas on how to fix that?

I would check their spam/bulk/junk folder.

Also, what is their email isp  gmail, yahoo?

Last I heard, his email provider was Hotmail, which I'm assuming would be Outlook these days.

I know I have had issues where if I email my own hotmail i don't get the email sometimes... and that is from gmail to hotmail or one of my other email accounts.
