Trash Dump

I have a board called the Trash Dump, and locked topics go there to DIE. But how do I make it so that nobody can post any topics in there? Is there a way to lock an entire board?

I am a nervous-newbie, so I wouldn't trust this until a non-newbie says it's OK, but it works on my Forum:

Admin Panel - Forum Controls - Manage Boards - Find your trash can - Modify - Under Allowed Groups, uncheck all of them - don't forget to save by clicking Modify at the bottom of the panel.  Now only an Admin can dumpster dive.
