Skin Color Changing/Programming a game/games

How and what do I click on to create a new skin?

Can I program my own video game/video games and/or upload them if they are .exe and how?

I am new here from North America.

Well sometimes just before installing a game you get that menu with a couple forms

One may be "Background color (FLASH)" With that you can change, well, the background colour but that's just about it.
I'm not quite sure what you mean by skins though exactly

And no you cannont enter your own games.

Well background is solved for the most part by the Background Colour option
Category..well you can organize, as Admin, games into categories
Link? Highlight colours? I don't understand what you mean
