go  to  welcome Configuration ,  then  to  edit  topic  and  insert  your  message.  you  will  not  put  anything in  the  members  name  box      then  sign  up  a test  member
to  check.  when  you  approve  test member   you have the option  to check  the box  approve  and  send  E-Mail.
remember  they are not a member yet so their PM doesn't work. but  they  will  get  your   welcome  notice   with  your  text  that  they  are  approved  through  their  E-Mail .
ONE  word  of  Caution....  check  out  their  E-Mail  and  IP  addy  before  approving  with  one  of  the  options  on the  internet.. or  you  could  wind  up  with  someone slamming  your  web  site  with  por--n  while  you  are  sleeping.

Admin CP > Registration > Settings

At the bottom of the page, you'll see a section where you can set it up so that when they register, they will get a PM.

Send a PM to newly registered members?
(check this)

ID of the member to send PM as: This is the ID of the member you want it to appear it was sent from. So if you want it to look like YOU sent it, you'll set this number to 1

When you get to the text box at the bottom, there will be a sample message. It will appear like this:

Quote
This is a sample message.

Hello {$username}, welcome to {$boardname}.  That will output Hello "username", welcome to "forum_name".

{$username} will automatically change to what their username is. And so will the boardname.

So let's say their name is Chuck and your board name is Cats and Dogs

The message will appear as:
Quote
Hello Chuck, welcome to Cats and Dogs

you can edit that message to say whatever you'd like. It will appear in a message so BBC code is supported there if you want to add links or use bold text, italics, etc.

Hope that cleared it up for you ;) whenever you send them a PM they will automatically get an email also.

You can use 0 if you want. It will just appear as "Guest" instead of an account.

If you want it to look as if you personally sent the message, put a 1 there.

Look to the left hand side of this post. There you will see my avatar, my name, post count, etc. When I send a PM, all of this information appears to the person I sent it to. If you use 0, all that will appear is the name you put in the box, and the word "Guest" beneath it. If you put a 1, all of YOUR information will appear there and appear as though YOU sent the message, when really it was just an automatic thing.

For future reference on user ID's (as they are used in several codes), when you visit someone's profile, look to the top of your browser where the URL is.

At the end of the URL in the box, you'll see this: index.php?action=profile;u=#

The number that is in place of the # is that user's "User ID"
