You cant have a mod for just one topic, you can make people a moderator of specific boards if that is of any use.

This is done in Admin > Boards > Modify on the specific board > scroll down and there is a field for moderators

They can do basic mod things but do not have access to IP addresses etc.

for the members what i make a topic mod on my site

dc there are only 2 types of Moderators

Global Moderator - Moderate all Boards on the forum  (plus whatever other duties/permissions you have them set to do)

and

Moderator -  A moderator is someone who can moderate posts in whatever boards the moderator is given the power to moderate.   Usually moderators are listed under the board's description.


You can not set a Moderator for a single Topic

I think you have some confusion in the terminology  

That is a Board, not a Topic

Okay, look at your forum.

Football Forums -   that is a "Category"
   Each "Category" has several "Boards"
     Premier League - that is a "Board"
              Inside that "Board" are your "Topics"
                  Each "Topic" is made up of "Posts"
