Title: Outlook blocks URL on cell phone?

One member at my site says that he gets screens saying that Outlook has blocked the URL claiming it is unsafe.  It only happens on his cell phone (don't know if it's an Android or an iPhone).  Before I knew it was a cell phone, I suggested that he clear his cache, run his antivirus program, and try again.  No one else has this issue.  Is there a reason for this to be happening, or any other advice to pass along?  Thanks in advance!

There is no ads or anything so not sure what it would be blocking.
Outlook is an email program. I am not sure is he clicking an email link?? Hard to say would need more information.
