Check if the boards that person is trying to reply to has any custom permissions for his membergroup.

If that board has custom permissions for his membergroup ensure that he can reply to topics.

Post replies to topics, Own Topic and Any Topic are both ticked.
I might change him back to a "Regular Member" and see if that makes a difference, everyone else seems fine.

Yeah, if that fixes it it's certainly a permission problem. Just go through them....they're easy to mess up.

Okay, that worked, BUT it seems that any member who had a VIP Badge had the same problem, I have been over the permission's a number of times and apart from one (Edit events in Calendar) the permissions are identical with "Regular Members" who are not effected.

Check your Permissions by Board.    Are you going to Permissions > Permissions by Board?    If not, do so.   If that board is set to Local Permissions click on that boards name ,  then you will be at the Permissions for the Membergroups for THAT board only.. .check your groups there  ;)
