There is no way to do this on SMF For Free, other than to add all the members emails to your email contact list, and do if from there.

You can send members a forum announcement;  they will recieve it via email:
 
Create a new topic.   Type in your Message
Click the Additional Options link.
Put a checkmark in Announce Topic
Click the Post button.
You will get a box asking you which Membergroups you want to send the topic to.
Checkmark the groups then click the Post button to send the Announcement

You can not MASS Pm ALL members but you can do this:

My Messages > New Message > click the Find Members link
Put *.* in the Box 
Click the Search Button
Then go thru and click each member name you want to send the PM to.

This is disabled on servers 1 and 2 though, so the PM idea Sibyl gave sounds like the best option. ;)

It is no longer disabled.   SMF re-enabled it on January 11th -  there is a post here at Support where he stated so ;)

Only Admins can send out Announcements.

The announcement tab should be there when you click on Additional Options? If so as admin I don't have it  :'(

The option is disabled.   You need to purchase the News and Newsletter Upgrade.    The announcement feature gets added back along with other options for sending out News and Newsletters.   You purchase the upgrade via Admin > Adfree & Upgrades
