Are they or were they at one time a moderator? Global Moderator? Administrator?

hmmm... interesting. Do they belong to a group that you created yourself? or a post based?

check the permissions for the group they're in.

General Permissions - Stuff like profiles and calender permissions

Global - That's more for the moderating the forum stuff. Deleting posts, merging topics, etc.

Remove them from Global then... Or set the permissions you want for them.
