I made a new Rank but he can't get into arcade.

I made a new Rank, called V.I.P. I added my friend in it, but now he cant access the Arcade. I dont know why. Neither can all the other new Ranks I made. I set all the permissions on (all 106 I believe) and it still doesnt let him.

Anyone know why or know what to do? It says "there are no games in the arcade".

Have you set any permissions to "Deny" in other membergroups?

Are you sure that you downloaded some games onto the Arcade? If not, then just hit the arcade and download them.

The deny is off. And it doesnt let any new group go into arcade.
Enable the option to deny permissions (?):  [ ]
Enable permissions for post count based groups (?):  [ ]
Enable advanced by-board permissions (?):  [ ]
None of em are on...

Here is the Arcade Guide

Check what you have set for Permissions Mode on the Arcades Settings page.   Recommended setting is "none".  If set to "none" it will use the Boards Permissions.  Otherwise it will use the Category Permissions...  the Guide will explain more.
