when you have other members on your forum how do you make them to become like admins and mods?

go to there profile>account related settings

Indeed.

Just change their primarily or secondary group (additional groups) to include that of what you want.

And for sectional moderators,
Admin - Boards then modify the board you'd like to place the moderator.
There will be a blank for this.
