Admin > Boards
Go to the Board you want them to modify... click the Modify link
Scroll down,   Look for Moderators
Type the name of the member whom you want to Moderate that board, or click the exclamation mark there and you can search for their name

Hi,

I had problems with setting up mod too. I enabled my moderator through Admin > Boards > go to the Board > Modify > Moderators > enter member name. When I logged into the forum as the mod, he had the ability to modify, delete topics and posts, but his stars would not show up, and he also would not show up in the membership groups (the Moderator group wouls still show up N/A). The following seemed to have fixed it: Manage Boards and Categories > Settings > Membergroups allowed to manage boards and categories > add the membership of your moderator.

The selection you chose gives any member in the Membergroup you selected in that list the ability to edit, create and delete boards and categories.    That means they can use Admin > Boards and have control of your boards/categorys,   delete them, etc.

The reason their stars did not show up is that if you set someone as a Board Moderator their rank image (stars) for that membergroup are going to show up ONLY in the Board that you set them to Moderate.    In other boards the image will show for the regular group they are in.     That is how it works.   They are a Moderator ONLY in that Board. And it will always show n/a there in Membergroups.
