I have 3 albums at my photobucket . One is cindyvic, one is My Smilies , & one is smilies . Could that be messing it up ?

It will work fine the way you have it at Photobucket but only if you set it correctly in your forum settings.

You have the wrong url for the Base Url.
Put:   http://s269.photobucket.com/albums/jj49/cindyvic/My%20Smilies/     as the Base Url

Your smiley set HAS to be named:    smilies       because that is the name of the folder the smileys are in.
So make SURE you have  smilies as the name of the set, and that its chosen in Current Theme.

If you have all of that correct it will work.

  , Finally they are working . OMG I can't believe it . I did have it set like this earlier . But they still didn't show up .

Biggest errors I see are related to the following:

1.  What address did you put in as the base url?   
     Do NOT put in the entire url WITH the sub album name at the end.   
           a.  If your smileys are in  http://myphotobucketaccount/myname/mysmileys   
                then put only http://myphotobucketaccount/myname   in as the base url.     
     
2.   Did you name the new smiley set the SAME name as the sub album the smileys are in at photobucket?
           a.  using the above example your new smiley set name would be "mysmileys"
           b.  the forum will look in  http://myphotobucketaccount/myname for the "mysmileys" subalbum

3.   Did you go to Admin > Current Theme and choose your new smiley set 
     (the same name as your sub album)?

^Yeah, I did all of that....just incase I did something wrong, how do you add new smileys anyway? I just know how to make a new set...

ex.

azn.gif
grin.gif

how do i get to that page wherein i can find those?

Admin > Smileys and Message Icons > Edit Smileys

You'll see a row there with the filenames listed in it.

You can also see them under Add Smileys in the filename dropdown box
