how to set option for normal user cannot upgrade option[upgrade forum] and only admin can

Do you mean the forum upgrades such as Ad free credits, etc?

They can click the "Upgrade this Forum" link at the bottom of your forum and do it from there.

he means that an admin can ONLY use the upgrade option than a user using it

They can not buy your forum.
They can use the Upgrade Page to purchase any of the Upgrades listed on that page to help you out with those costs - that is all they can use that page for.

They can not buy your forum.
They can use the Upgrade Page to purchase any of the Upgrades listed on that page to help you out with those costs - that is all they can use that page for.
