I am trying to find out the options to create a banner or marquee.  What Admin menu's do you go thru?

what do you mean by marquee?
to change banner go to Admin>Current theme>Logo image URL.
Copy and paste the URL of the picture you want for your banner.

Sorry, maybe I am mixing up terms, but I am trying to have a scrolling or stationary banner at the top of my forum that I put in the "Words" of whatever I am trying to get out...Newsfader Maybe?

Sorry for the confusion, I just don't know what to call it.

You can also put the banner in your headers (if you want it to be centered).

Admin CP > Manage Styles > Edit Headers/Footers

Keep in mind that when you put an image/text in the "Logo" box, that is what will appear when your members receive email notices from your forum. Example:

The url name of my forum is "Kimmie's Caverns", but in that section I have "The Playground". The Playground is what shows up when emails are sent to my members NOT Kimmie's Caverns.

That needs to be put in your headers as I stated above :)

News fader will work as well. It depends on where on your forum you want it... ALL the way at the top (would be headers).. partially at the top would be news fader :)

this is the correct code to put in your headers to make your banner scroll across the screen:
