Adjusting Image Size?

If I want to make an image smaller, how would I go about doing that without having to save it and use paint or something. I know there's a variation of the IMG code for this, I just can't remember what it is. >_<

Replace "LINK TO IMAGE HERE" with the link to the image.
Replace "XXX" with the desired dimensions.
