About embeding flash..

Is it possible to always set the AllowScriptingAcces always equal to "never" on post or in avatar but not in admin area that needs to access script like inserting chatbox..like friendster they always set that action tag to "never"..

is it possible?? for security purposes..

I would like to know my self but I know for sure if you can find an embed code an admin can do it and im sure there is some code that would enable it (if that makes any sense)
