It should be almost instant within 10 to 15 minutes unless paid by echeck fixed your site now.
The boardurl sent to paypal was wrong which is why it was not added.

I have this problem again as well. Bought my credits on Oct via paypal and went on vacation. Today I have ads.  forum is :
