I've got 106 on my boards ,all (i think,i don't know how to check) have an unique ip address but they hardly ever post.
Kinda funny if you think about it,heh .

Maybe try  starting topics your members will reply to  or try to think of ways to encourage posting such as polls or opinions  Good Luck to you!

If you know there email . send them one and say if they are using there account. If they say no ask if they want there account deleted

a great way to get members involved is to hold a competition, maybe a giveaway?

i had an rpg mod on 1 of my sites, and ppl use to come just to use that. so i added a forum section for the rpg.
within a few days the section had hundreds of posts!

just find a few ways to make the members feel more welcome, and that your forum is different from the other 1000 on the net

The majority of members will never post. Sad fact of forums.

Try a semi-regular email newsletter to keep in contact with the new posters, and add some great content and discussions to make them hang around.

I added an "events" board myself. Try to keep members around. Only Admins can make topics in there but members can post in any topic.

Every once in a while I make a new event like "What's in this picture?" where I post a picture of something and you guess what it is.
There's prizes for winners.

Good fun and keeps members around because to win you have to hang around.

i do this so its more than just a normal forum and is more interesting for users

Huh. Start deleting some that don't or announce and say. If not active account deleted
