Title: Forum Permissions

My forum is messed up.  Everyone can post, even guests!  I can't seem to edit the right posts.  I have been meddling in the forum permissions for awhile and just can't figure it out.  Heeeeeeeeeelp :-\

Are you using global permissions under Admin -> Permissions. Then modify a group

Or local board level permissions?

EDIT:

I set up the global permissions just fine, but I can't seem to edit a forum.  Guests can no longer post, which is good.  My announcement forum however, won't let me turn off members starting topics.  When I uncheck the box in regular members to turn off starting topics, then all usergroups are denied posting throughout the entire forum.  How can I remedy this? :(
