Well, here are some VERY handy resources for learning C++;

Note: C++ requires a compiler.
I would suggest the following compilers;

Microsoft Visual C++
Link; 50mb+

Intel C++
Link; 30-50mb+ Last Time I checked.

Those are the 3 best compilers. I use Dev-C++. I highly suggest you do to.
