Added Links System to forums!

Currently works for almost all the themes!!

Features
Permission based
Link Approval
Add/remove/edit reorder categories
Link Rating
Link Add,edit, delete
Tracks links visted.
And more!

You can add this mod to your site by going to your admin panel then manage links and then install it.
