 A list below of what extra options there should be for individual topics.

1.Announcement: Importances is greater than a Sticky Topic

2.Making it able or unable for users to reply in an individual topic instead of just the whole board

Ex. You make a Rules topic and don't want anyone replying in that topic *and you don't want to lock it* but you want people to be able to make other topics in that board and reply to those topics

Why: More Organized and so people will read it and not think "oh it's a locked topic leave it"

 That is why you make an Icon for it. The reason I think it should be done is because when you lock a topic it goes to the bottom. What if I want the rules to be at the top and be able to have other sticky's or whatever.
So it's all about "organize organize organize"

I still like my announcement idea just as a small upgrade. So you can have a topic a step higher than the others.
