In the Edit Webpage section of the admin CP it would be nice if we could upload files from out computer (such as oh idk maybe PJIRC?)

Pretty sure that allowing uploads to the system will not be allowed.
That could be a risky thing to allow.

i guess it would be risky bc people could upload bad things oh why cant people be responsible

Yeah there are tons of sites that you can upload files to such as rapidshare etc. We are not a storage system.
