Smileys! suggestion

I'm working on smileys for some forums and thought that there should be smileys that only certain member groups should be able to use but anyone can see it or vice versa.

no i think that wouldn't be fair, but i have a question:

How come i don't have any of these smilies on my forum, do i have to pay $ ??
