ROMS and putting them up?

Is it ok if I only put the link of the rom on the forum?,since I took it down my forum has hardly anything to offer and bring guest.So am I allowed to put them up please?

I know,I just checked out his forum and just happen to saw that thread in the news,i didn't even know about it until like when i posted it :P.

Also why do you have roms posted up when smfforfree said no?
