Thats difficult.The runescape site and forums was made by jagex,The boards,Jagex.So the best thign to do is to ask jagex but that would be dfficult aswell.But im just saying that the style can only work with a actual website only.

You Can't take there homepage its copywrited its against the law they can easily sue you if you take any thing of there that is copywrited.
Frugooscape Nearly got sued by them for using a webclient that is compatible to theres.

Totally copying the website would be a huge no no.
However making a stylsheet that is runescape styled is fine.
Their terms state it is okay to use the images for personal (non commercial) use only
We do insist that you do NOT however use THIER direct links in the css or any codes and host the images yourself.   They'll be deleted if posted.
