Help with News Fading

Ok, I was wondering if there was a code that I could edit That made it fade.   Example: Welcome to O I Gaming  then that fades and  Enjoy your Stay! pops up. Is there a code to do somthing like that?

Use the forums news fader:   How to Set up Your News Section
       
If this is for a Portal Block or elsewhere on your forum that uses html..   you would use the <marquee> tag
