Check your display drivers..   possibly reinstall the drivers for your video adapter and/or your monitor

Best thing to do is find the website for your laptop  (toshiba, etc etc)
Look for a Support Section on the site.    Normally you can find information there for any issues you may have concerning drivers, etc.       Sorry but this isnt exactly a tech support site .. I could fix it for ya if it was sitting right in front of me (after some digging around myself) but to do so remotely is rediculously difficult.

Some notebook drivers dont don't support changing display settings.   If you do so the desktop can appear larger or smaller then the lcd area.
Possibly the wrong monitor is chosen .. check to make sure that is correct.  Check your settings under the Advanced tab in Display Properties.
