What kind of website? I dunno "the best" but I know some good ones.
For content management, Joomla
Blog, Wordpress
Forum, SMF
Basic website, Freewebs is popular
Photo Gallery, Photobucket is simple, but there's other forms of proper hosted website galleries.

Dreamweaver is quite good if u have the knowledge and patience to learn how to use it properly and do everything etc.

I dont know about "site maker" I usually stick to forums like SMF For Free, someone hosts them, I wouldnt be too good hosting myself  I download almost everything at download.com Some of the things you are looking for might be there  |
