First Get your picture you desire, make sure its around 14 by 14 or something just make it small

Then go to

http://tools.dynamicdrive.com/favicon/

Then Browse for your selected image then after you have it open it and click create icon

Then download it and save it to the desktop

Then make an account on www.freewebs.com and go to  edit my site then manage files

Note: freewebs is very good for uploading images for you to use

Ok now Upload your fav icon to it then right click on ur uploaded favicon and click copy link location

Place that in a text document for now and keep the txt document open

Now go to your headers and footers:

Admincp > Manage styles > Headers and footers

Then put this code in headers:

<link rel="shortcut icon" href="">

At the part at end href="">

Put ur link from ur text document in between the speech marks then save, try refreshin  and your done

To insure that the image shows in ALL Browsers it should be an .ico file and named favicon.ico
The file should be 16x16 pixels.   Although you can use a larger image, the browser will resize the image, it will not view well.
You will need to find a file host that allows uploading of .ico files

The correct code to put in your header is:
*use your image url

Code:
<link rel="shortcut icon" href="http://image url/favicon.ico" type="image/x-icon">

You CAN use another file format such as .gif however it will not show up reliantly in all browsers.
If you use a .gif image you need to use both of the following codes in your header:

Code:
<link rel="icon" href="image url" type="image/x-icon">
<link rel="shortcut icon" href="image url" type="image/x-icon">

the image should be 16x16 pixels

replace image url with the url of your image

guys to a forum search for favicon.ico  or  even just favicon.   There are a lot of threads here with information and another guide here for this already.    IE 7.0 has a known issue with them if you are going to use .gifs instead of an .ico file      It absolutey will work if you use favicon.ico       If you do not -  you can expect it to not be reliable iin Explorer.    Do a google search for more information about favicons as well.
