Admin Panel > Boards
Go to the Board you want them to modify... click the Modify link
  
Scroll down,   Look for Moderators
Type the name of the member whom you want to Moderate that board, or click the exclamation mark there and you can search for their name

Also he means that they will only moderate that board.
Not full moderator.

If you go to Admin > Membergroups there should be 2 groups with a "?" next to them. One is Administrator, the other is Moderator. The moderator one is for board moderation only.

The Global Moderator group would be the one you want  then -   Global Moderators moderate all boards on the forum.
I would double check the Permissions for that group and make sure the permissions are set exactly as you want them.   
To move someone to that group go to their Profile > Account Related Settings

Bear in mind if you make someone a Mod via the membergroup, they will have full mod status... i.e. will be able to see IP addresses.

Obvoiusly that usually isnt an issue, but it all depends what kind of crowd you have. I personally prefer to use the BOARD mod feature as they cannot see IP addresses but can do just as much as a global.

I'm very wary about who has access to IP addresses. You never know who can do what.
