BASIC SETTINGS:


The following are the available settings with descriptions of what each setting is for:

Enable or Disable Polls

Poll mode - This selects whether polls are enabled or not. If polls are disabled, any existing polls will be hidden from the Topic listing. You can choose to continue to show the regular Topic without their polls by selecting "Show Existing Polls as Topics".  To choose who can Post polls, view polls, and similar, you can allow and disallow those permissions. Remember this if polls are not working.

Basic Settings

Enable user-selectable language support - Turning this option on will allow users to select which language file they use. It will not affect the default selection.
Allow users to edit their displayed name - SMF gives you the ability to use another name for a user. It is called the display name. So user John could have his name displayed to others as SMF lover in various parts of the forum. The name is edited from a user's profile.
Allow non-administrators to hide their online status - With this option enabled, all members will be able to hide their online status from other users (except from administrators). If disabled, only users who can moderate the Forum can hide their presence. Note that disabling this option will not change any existing member's status - it just stops them from hiding themselves in the future.
Allow users to hide their email from everyone except admins - With this option enabled, members can choose to hide their email address from other members. However, administrators will still be able to see the email address of every member.
Do not reveal contact details of members to guests - If selected, this option will hide the email addresses and messenger contact details of all members from all the guests viewing your forum
Enable custom titles - Switching Custom Titles on will allow members with the relevant permission to create a special title for themselves. This will be shown underneath the Display name in posts made by that member.
For example:
Jeff
Cool Guy
Enable Buddy Lists - Check this to allow members to have their own buddy list.
Default personal text - Sets the default text a user will have as their "personal text." This will be shown underneath the avatar.


Time, Number and Statistic Settings

Default time format - You have the power to adjust how the time and date look for yourself.
Default number format - You can use this setting to format the way in which numbers on your Forum will be displayed to the user. The format of this setting is 1,234.00.  Where , is the character used to split up groups of thousands, . is the character used as the decimal point and the number of zeros dictate the accuracy of rounding.
Overall time offset - Not all Forum administrators want their Forum to use the same time zone as the server upon which it is hosted. Use this option to specify a time difference (in hours) from which the Forum should operate from the server time. Negative and decimal values are permitted.
Failed login threshold - Set the number of failed login attempts before directing the user to the password reminder screen.
User online time threshold - Set the number of minutes to show the people who are active in X number of minutes on the Board index. Default is 15 minutes.
Track daily statistics - This will allow users to see the latest posts and the most popular topics on your forum. It will also show several statistics, like the most members online, new members and new topics.
Disable administration security - This disables the additional password check for the administration section. This is not recommended!


Email Change and Account Deletion

Require reactivation after email change - When this option is checked all members who change their email address in their Profile will have to reactivate their account from an email sent to their new email address.
Require admin approval when Member deletes account - Check this if you would like to approve account deletions before they are actually deleted.


Announcements/Notifications and Other Enable/Disable Settings

Allow users to disable announcements - This will allow users to opt out of receiving email notification of posts sent out as announcements.
Don't allow Post text in notifications? - This option removes the option to receive the text of replies and posts in notification emails. Often, members will Reply to the notification email, which in most cases means the webmaster receives the reply.
Log moderation actions - Logs all moderation actions. If enabled a new link will be shown at the bottom of the Administration menu that allows you to view a list of all the moderation actions that have been carried out by moderators of the forum.


Maximum Width/Height of Pictures

Max width of posted pictures - This allows you to set a maximum size for posted pictures. Pictures smaller than the maximum will not be affected. For no max set it to zero.
Max height of posted pictures - This allows you to set a maximum height for posted pictures. Pictures smaller than the maximum will not be affected. For no max set it to zero.


Personal Message Settings

Enable reporting of personal messages - This option allows your users to report personal messages they receive to the administration team. This may be useful in helping to track down any abuse of the personal messaging system.
Maximum number of recipients allowed in a personal message - This option allows you to set the maximum amount of recipients allowed in a personal message sent by a forum member. This may be used to help stop spam abuse of the PM system. Note that users with permission to send newsletters are exempt from this restriction. Set to zero for no limit.
Post count under which users must enter code when sending personal messages - This option allows you to set a value in which users that have a post count less than or equal to the value must enter a visual verification code every time they send a personal message on your forum. As soon as the member has surpassed this number of posts, they will no longer need to enter a code. Set this to 0 to make it so no one has to enter a code.
Number of personal messages a user may send in an hour - This setting allows you to set how many personal messages any user on your forum can make. As soon as a user attempts to send one more than this limit in the timespan of an hour, they will be prompted with a message that they are not allowed to send the message at the moment. Set this to 0 to allow an unlimited amount of personal messages that fit in the flood protection limits for sending personal messages.



LAYOUT AND OPTIONS:


Limit number of displayed page links - This will just show a selection of the number of pages.
Example:
"3" to display: 1 ... 4 [5] 6 ... 9
"5" to display: 1 ... 3 4 [5] 6 7 ... 9
Enable "Today" feature - This will show "Today", or "Today and Yesterday", instead of the date.
Enable Go Up/Go Down buttons - This will add go up and go down buttons, so that Member can go to the top and bottom of a page without scrolling.
Show online/offline in posts and PMs - This will show an image to indicate whether the Member is online or offline.
Show a quick login on every page - This will show a more compact login on every page of the Forum for guests. It Works only if SP1 stats is off.
Members per page in Member list - How many members per page you would like to show in Member list.
Display time taken to create every page - This will show the time in seconds SMF took to create that page at the bottom of the board.
Disable hostname lookups - This disables host name lookups, which on some servers are very slow. Note that this will make banning less effective.
Enable who's online list - This option allows you to turn on or off the ability for users to see who is browsing the Forum and what they are doing. You can reach it by clicking on the online icon found in the info center.
SMF Staff - Filter groups on staff page.
Place the Group Names you do not want to show in the Staff List in the box, separate each group by a comma.


KARMA:




Karma is basically the popularity of a member.  Just like how the description says, members may "smite" or "applaud" each other.  This feature may be configured based on the amount of posts they have.  You can also change the way the karma is displayed in their posts(or whether it is displayed in posts at all!) and you can even change "Karma", "applaud" and "smite" to other words if you want. The following options are available:

Disable karma - will disable the use of this feature.
Enable karma total - will only show the total of points received.
Enable karma positive/negative - will show the positive points as well as the negative points.
Set the minimum posts needed to modify karma - The number of posts needed to have a "karma".
Set wait time in hours - The time between smites or applauds.
Restrict administrators to wait time - If administrators have to wait for the time above as well.
Karma label - Karma label that will be used.
Karma applaud label - The label of the applaud link. 
Karma smite label - The label of the smite link.


SIGNATURE SETTINGS:


The following are all of the settings found on this page:

Enable signatures - This allows you to set whether or not you want to allow signatures.
Maximum allowed characters - The maximum number of characters that a user can have in their signature.
Maximum amount of lines - The maximum number of lines that a user can have in their signature.
Maximum image count - The maximum number of images allowed in the signature.
Maximum smiley count - The maximum number of smilies allowed in the signature.
Maximum width of signature images (pixels) - The maximum width allowed for any image in the signature.
Maximum height of signature images (pixels) - The maximum height allowed for any image in the signature.
Maximum font size allowed in signatures - This allows you to specify how big the maximum font size can be in a signature.
Enabled BBC tags - Here you can check which bbcode tags you wish to allow the usage of in signatures.

Quick reply can be enabled in your Profile - its a member selectable option.  Usually left to member preference.

Profile > Look and Layout Preferences > Use quick reply on topic display

If you really want to do it for everyone:
Admin > Current Theme > Reset Options
Click:   Reset default (guest) options for this theme
Where it says Use quick reply on topic display choose:   show on by default
Click:   Save
Click:   Remove all members options and use the defaults
Click:   Ok
