3D Modeling

Alright; no clue if this is the correct forum for this, but I think it is.

I'm wondering about certain things about 3D models for projects I eventually want to do. However, I'm just looking into 3D stuff that isn't pre-built in games. =P

So, my question is, is it possible to have a base model; and allow certain events in something like a game to add a 'skin' over top the model, while preserving the rest of it? So, for example, allowing a person to have, say, a weapon appear on his arm, while leaving the rest of his appearance and clothes like normal. It wouldn't be like transformations you see in some games(Like the Megaman Star Force series), where the appearance changes fully into an armoured state; if we go with that example, it'd be localized.

I'm just curious if a simple 'layer' could be added, or if I have to make an entire skin for each different section. Again, just looking into 3D stuff, so if this is obvious, I'm sorry. =P
