Depends. Height usually never exceeds 200 and width never exceeds 500.

What is the average size of an avatar?

Depends on the forum and what they allow.

Here the max is 75x75 for uploaded avatars
for external avatars its 65 x 65

There really isn't a best program to make sigs with.  It matters how much time you spend learning how to use that program to make things look good.

The usual size for sigs is around 300x100.  I usually use all different sizes of sigs though.
